S&P Delegation Meets with Trinidad and Tobago Government for 2025 Sovereign Credit Rating Review
PORT OF SPAIN, Trinidad – July 23, 2025 – The Ministry of Finance, led by Minister Davendranath Tancoo, hosted a high-level delegation from Standard & Poor’s (S&P) at the Eric Williams Finance Building in Port of Spain to begin the annual review of Trinidad and Tobago’s Sovereign Credit Rating.
This annual engagement between the Government of Trinidad and Tobago and S&P forms a key part of the sovereign credit rating process, which assesses the country’s economic and fiscal health. The rating influences investor confidence, borrowing costs, and international perception.
S&P evaluates a country’s sovereign credit rating using five key criteria:
- Institutional effectiveness
- Economic performance
- External position
- Fiscal flexibility and debt burden
- Monetary policy framework
This year’s review, held over July 23–24, included a series of technical discussions with the Ministry of Finance (MoF), the Central Bank of Trinidad and Tobago (CBTT), the Ministry of Energy and Energy Industries (MEEI), the Ministry of Trade, Investment and Tourism, the Ministry of Public Administration and Artificial Intelligence, and several key private sector agencies.
The second day of discussions, hosted again at the MoF headquarters, was attended by Minister Tancoo, Central Bank Governor Larry Howai, Minister of Public Administration and Artificial Intelligence and Minister in the Ministry of Finance Senator Dr. Kennedy Swaratsingh, and Dr. Colin Gosine, Parliamentary Secretary in the Ministry of Trade, Investment and Tourism.
These meetings serve as a critical platform for the S&P team to engage directly with Trinidad and Tobago’s senior policymakers and technical experts, enabling the agency to contextualize financial data, policy strategies, and macroeconomic indicators ahead of its rating publication.
The visiting S&P delegation was led by Jennifer Love, Associate Director of Sovereign and International Public Finance Ratings, and included Joydeep Mukherji, Managing Director and Sector Lead for Americas Sovereign Ratings, and Louis Favreau, Senior Analyst for Sovereign and International Public Finance.
The outcome of this assessment will inform S&P’s upcoming report, offering insights into Trinidad and Tobago’s economic performance and long-term fiscal outlook.
